The Weinberger-Powell Doctrine served the United States well as a set of principles to guide the careful use of the military. Christopher A. Preble, director of foreign policy studies at the Cato Institute, argues that President Obama's incursion into Libya means that this doctrine is officially dead. |

Since at least the collapse of the Soviet Union and the end of the Cold War, American foreign policy has been drifting- comprising a series of ad hoc interventions absent a national consensus about when to use force and lacking an underlying set of reliable, core principles. That drift continues with President Obama's speech about our war with Libya- and includes the simple fact that our commander in chief couldn't even acknowledge that we're in a war and that we've taken sides against someone he calls a "tyrant who murdered opponents at home and abroad, and terrorized innocent people around the world -- including Americans who were killed by Libyan agents." Dropping bombs, shooting missiles, deploying massive amounts of personnel and power - all of these are generally understood as acts of war. But Obama can't admit that we're waging war because then he would have to acknowledge what his critics correctly underscore: Constitutionally, he doesn't have a right to do this sort of thing unilaterally when the country isn't facing a clear and present danger. We know this because of Obama himself. In 2007, while a US senator and presidential candidate, he flatly told The Boston Globe, "The President does not have power under the Constitution to unilaterally authorize a military attack in a situation that does not involve stopping an actual or imminent threat to the nation." No president was worse at foreign policy than George W. Bush, who came to power amid promises of a "humble foreign policy" and then mired us in two intractable conflicts that even supporters grant were poorly executed under his command. Yet even Bush pushed to get a fig leaf of authorization from Congress before the shooting began. Obama's Secretary of State, Hillary Clinton, instead brandished unanimity among NATO leaders as proof we were doing the right thing: "All 28 allies have...now authorized military authorities to develop an operations plan for NATO to take on the broader civilian protection mission under Resolution 1973." As if NATO, a Cold War alliance conceived to protect the free nations of Europe from a threat that went missing 20 years ago, is a substitute for, say, the American people and their elected representatives. Who knows how long will be in Libya - whether under US or NATO command. It might be a few months or it might be many years. But this much is certain: Our actions there won't have been authorized by the American people. And they provide no guide to where we'll end up next. |

Glenn interviewed Wayne LaPierre on radio this morning, and the NRA boss unveiled a shocking story to the radio audience. Wayne explained, "What's going on is NRA called for full‑scale congressional investigations into this program that our government, the Obama administration was running called Fast and Furious." "Apparently what was going on and this is all based on what agents, law enforcement agents, are coming forward under the Whistleblower Act and saying is that we all heard Hillary Clinton and Eric Holder and the administration saying 90% of the guns the cartels are getting are coming from the United States." "Blaming the Second Amendment, lock, stock and barrel for the guns of the Mexican gun cartels." "Problem was they could only prove a trickle. What it looks like, apparently, is someone in this administration, in our federal government, set out to turn that trickle into a river of guns flowing from the United States into the hands of the Mexican drug cartels over the border into their hands." "It's called Fast and Furious. They did it over the objections of their field agents who said if we send guns over the border into the hands of these evil people, the Mexican drug cartels, we'll see these guns again. These people will cause harm with these guns." "They wept ahead and did it. They, in effect, set up a dealership. They set up an illegal pipe line and they pumped thousands and thousands according to the agents' words, guns, from the United States over the border into the hands of the Mexican drug cartel." "We're arming the military to help stop them, or are you saying there's actually an illegal gun smuggling ring that was set up by the United States government to push to actually put them in the hands of the bad guys?" Glenn asked. |

Virginia Gov. Bob McDonnell Delivers Weekly GOP Address Health Care | |
In the Weekly Republican Address, Virginia Gov. Bob McDonnell marks the unfortunate one year anniversary of the passage of Democrats' unpopular health care bill and discusses the burdens it places on states. Gov. McDonnell says, "Unlike states, families, and businesses, the federal government doesn't have to balance its budget. And that unfortunate reality leads to policies like the federal health care bill that push expensive, unfunded, and unsustainable programs onto the rest of us. Washington passes the law, and then expects us to balance the books." He explains, "The law shifts billions in unfunded mandates onto state governments, and rigid new requirements restrict the governors' abilities to manage our state programs. The result: higher costs, less innovation and freedom. That's a prescription for serious problems at the state level, where much of this plan must be implemented. Most notably, the federal health care bill dramatically expands Medicaid, which was already growing at unsustainable rates." And, Gov. McDonnell adds, "The federal health care bill is not only a budget buster, it's also unconstitutional. Virginia, like the majority of states, is challenging this legislation in court. Already a federal District Court judge has ruled in our favor, concluding that the provision that a Virginia citizen must purchase insurance or face a penalty is unconstitutional.... The legal issues must be settled promptly by the [Supreme] Court to create certainty and finality for health care providers, businesses and all Americans. Shockingly, the Obama Administration opposes an expedited appeal to the Supreme Court, preferring the potential for years of costly litigation in the lower courts." He concludes, "We need policies that give greater freedom to citizens and employers and don't overly burden states and businesses. Policies that recognizes what history teaches well: and that is that the creative solutions of the free market beat one-size fits all plans of big government. Here in your state capitols, Republican Governors are leading the effort to cut government spending, keep taxes low, help the private sector create jobs, provide access to affordable health care and get our economy back on track by making our states more competitive. We are asking this Administration to join us in the effort." |
